Same reason they set up checkpoints around LSU and not in the ghetto areas.

College kids have parents money to spend. Parents will pay bail and fines, etc.


And to get the people just coming for the LSU games that don’t live in Baton Rouge.

Lafayette did this too. The downtown district was drawn with holes in it in order to avoid a vote by the taxpayers.
