The damage indicates a super cavitating torpedo. NATO, Russia and Iran are navies known to have them. I think we can rule Iran out, they lack any motive.
One theory is the Russians sold the reactors to NK without ever intending to actually transfer them, so they sank the ship themselves. If not them, probably the US.

Because not just any port can load reactors - they had special cranes onboard too so NK could unload them. There was probably only one port in Russia it could leave from, which made for a looooong trip. Much longer now....
