He'll face the slings and arrows of the social media "hero" brigade, but it is a shrewd business move. He knows the demand for haircuts/other grooming has probably never been higher and he's trying to get a jump on the competition while gaining support form the large "silent" contingent who agree with his move.

Yall make sure to go out there and support this guy. Local barber tried to do this in Hoover and the fricking cops showed up writing the patrons $500 fines. Owner caved and closed down to protect his customers....... FROM THE frickING POLICE.
