That’s tragic

Kerrville’s HTR RV Park is where the most missing are from, at least 26

HTR camp in Kerrville has the most missing people of any single location impacted by the disaster, according to tracking information obtained by officials.
The facility was overwhelmed when floodwaters surged more than 20 feet in less than two hours Friday morning, catching visitors by surprise during the early hours of the July 4 holiday.

But there’s an extra level of responsibility for an RV park owner or a summer camp operator to protect their guests. I was practically begging my co-worker to tell his family to get off the Mississippi Coast before Katrina hit.
Little bit of a difference between a Cat 4 hurricane bearing down on you that you know about, have ample time to deal with, and is not a surprise and a biblical flash flood at oh dark thirty. Surely you can understand that.

Good point about the abundance of alerts. We live in PA, so we don’t get as much severe weather that the South gets, but we do get clobbered with snow in the winter. It used to take 8-12 inches to get a winter storm warning. Now we get them with much less snow and will get advisories with as little as 2 inches.

Oh, no doubt. I was just speaking more to the apathy we have about storms, floods, etc.
But a fair number of the victims of this flood weren’t from the area or were too young to take care of themselves. An RV park owner owes it to their customers to give them a heads up about flooding potential. The State of Texas deployed assets to Kerrville before the flood. There was a known risk.

It was released yesterday that Camp Mystic's emergency and evacuation plan was approved by onsite state inspectors on July 2. Less than 48 hrs before the flood.

So one of the Kerr officials, now deceased, voted no against sirens because of the loud noise at night it’d cause ? RIP sir!

I saw that also. We’ll learn in the coming days if the Mystic evacuation plan was executed correctly and if it was an adequate plan.

This right here is proof. Doens't matter how many papers are approved or plans are signed off on. Sometimes weather has a mind of its own. Ever heard the phrase "don't turn your back on the ocean". I think "don't underestimate the power of mother nature" applies here.
No matter how many plans are drawn and approved, you CANNOT prevent the force of weather.

“Some of the cabins campers were staying in are located in the Guadalupe River’s “regulatory floodways” – the areas that flood first and are most dangerous – according to federal flood maps. Other cabins are located in an area that the federal government has determined has a 1% chance of flooding each year.
But the Texas regulations for youth camps don’t say anything about flood zones, and the state records don’t show the annual inspections of Camp Mystic taking that into account.”

I am not going to get into a regulatory floodway/floodplain debate on this because the maps are the maps. That's in my wheelhouse and know how those are mapped in this area.

Weather is unpredictable and the alerts are always coming when there is potential for catastrophe. Not sure what else can be done by the government when it comes to alerts.
Government sends too many alerts to err on side of caution and people will complain about there being too many and not pay attention to them.
Government sends not enough alerts because it doesn't look like the worst will happen but then the one in a million worst thing happens and people will complain about not being alerted enough.

Are the flood plain maps correct, in your opinion?

Spot on. I was in one of the flooded areas in the hill country on the 4th and was getting those flood warning alerts constantly the day before and on the 4th. My brain was telling me "No big deal" because I could look around and not see an immediate threat, even though I was staying at a place literally on a big creek. Eventually, I came around and actually read all the details in those alerts instead of just the summary that is sent to my phone and realized that I was actually in a pretty significant risky area as the next creek over, had a high "River Flood Warning." Being that a lot of these waterways feed into each other and after what happened at all those camps, I got the hell out of there at midnight. But I came about 10 yards away from getting swept away at a river crossing that had about 4 feet of water rushing over it. It scared the shite out of me because I could not see the water until I was right up on it. Had I not been paying attention, I would have been fricked.

Geez. Glad you’re ok man.
I think that’s also a testament to just how bad things were. You were paying attention more than most would, and still almost ended up in a life-threatening situation.

At a certain point it becomes a personal accountability issue. You can have as many warnings as you want, use whatever wording you want, make polygons whatever color you want, make them flash and blink, whatever you want......it comes down to the individual making the conscious choice to be weather aware and understand what the area they are living in or visiting is capable of.
This can't be said enough.....

“Flood death toll now 95 in Kerr County. 59 adults ID’d, 14 not yet ID’d, 36 children, 13 still unidentified. 5 Mystic campers & 1 counselor remain missing.
The sheriff says recovery could take days due to tough terrain & asks residents to let crews search debris for victims.”
