Only this guy was apparently personally overseeing state backed terrorism in another country. I guarantee that if the head of the NSA was doing the same thing, we would be embarrassed for being caught with our pants down and wouldn't escalate.

I don't agree with this.
Any military leader actively engaged in terrorism would be considered fair game today. We do not need Congressional war approval to take an opportune shot at a terrorist leader.
