Either she or the convenience store clerk called the cops. Then she used his cell phone to call her mother. I don't know where her mother lives, but she got there before the cops.

Maybe something got lost in translation during the 911 call and it wasn't perceived as critical/urgent call. Maybe it was really busy. I don't know. But you'd hope that if you called 911 and said, "A girl has been raped by a guy who threatened her life at gunpoint and he's STILL IN THE PARKING LOT!", the cops would show up in less than 25 minutes.
