Potential gang initiation for the killer and the victim is in the wrong place at the wrong time... but he seems to know what he's doing so that seems unlikely. That looks like an intentional hit.

Unfortunately, the police are overwhelmed with an explosion of crime, and the community will refuse to cooperate or help the investigation in any way. They will blow up a few pictures, post them up around the area he was killed, print a few dozen t-shirts, and that guy will be forgotten by July 4th weekend.

That's a sad article and totally expected in today's environment. Two thugs are taunting the cops, lunge after them and the cops take them down, but use a "choke hold" and now are suspended without pay, the thugs lawyer are hoping the cops get arrested and are put in a cell next to her client (insinuating a promotion of a violent revenge.)
