No I've come across this in my neck of the woods. There is a local nature preserve where the shelter has a weekly walk (mostly pitbull mixes). Never had an issue out there except with these people. They're insane and more so absolutely entitled.

I've seen a couple of animal rescue types like. her. I know one who will go steal dogs out of yards if she sees them chained up. You can't argue with these people.
