these type of people are the fricking worst! I wish they could find a way to let them stay and just block off supplies until they starved or gave up...without food, water, or most importantly media attention these people would give up with the quickness

The cops needs to take all of their rookies out of the academy today and let them practice using pepper spray and rubber bullets on these frickwads. Nothing better than real life experience on the exact people they'll need it for in the future.

I'm betting they're not that stupid. They probably aren't completely in concrete. There is probably rebar they are gripping. Used a plug to create the gap until the cement hardened.
Otherwise, they would have had someone either transport them in that state, or they poured the concrete while they were sitting there. Doesn't appear to be any stray cement on the sidewalk (that stuff is messy).
If they are cemented in, then get the sledgehammers or jack hammers out. Gonna hurt, but, hey, I'm not the one who cemented his/her hands in a concrete filled barrel.

The Jail Group should have some paper panels erected around those barrelers to block the view. Tell the cops to back off and commence to pepper spraying, and tear gassing after splashing linseed oil (burns the skin already).
No crimes witnessed against the trespassers refusing to vacate = only the trespassers arrested.

Prevent anyone from approaching them with something to drink, prevent them from using a free hand to drink anything, problem will solve itself shortly.
Or just rock the barrels onto some furniture moving dollies and move them out of the way.
