Definitely not just in concrete. The weight and pressure of cured concrete on their arms would be cutting of circulation and causing all kinds of pain.

No police intervention is necessary...just let that shite ride and see what they can come up with to get themselves out of that shite.

Why?

I would just blast heinous and annoying music and take the week off. That or just start a controlled bonfire on my property and really wrench up the heat and see how well that concrete has set.
