You know an easy way to stop them from doing this?
Leave them there for a few days. Having to piss and shite themselves and having to rely on others to bring them food and water makes for a great learning tool. And if that doesn't do the trick, just visit them with one of these:

She will regret this.
1. The concrete will have to be broken to free her. That breaking process causes compression within the concrete all around the point of breakage. She will be lucky to escape with severe bruising of her finger. I'd be surprised if a fracture isn't the result.
2. Concrete is highly acidic and will cause burns to skin if left on it more than a short time. The fact that it has hardened means it has been in contact for many hours at a minimum.
Summary: She's pretty dumb.

How hot does concrete get when curing? She probably enjoyed some nice burns on top of the acidic nature.
