Uh, many coaches only make 6 figures from the universities, the booster take care of the rest.
So Bama would pay Saban 500K, then boosters pay the remaining 8+million.

The football programs at the big universities is usually what generates money for the schools.
Yes, there are a few basketball colleges but nothing in comparison to what good ole football brings in.
When the football program actually generates a crap ton of revenue and gives money back to the school at LSU, paying the head coach a bunch of money is something the university should do.

If the players have restrictions on their earnings at a university, why shouldn’t everyone associated with the programs?

This is what's kind of infuriating about it. Athletics bring in millions and millions to the schools and the high salaries are paid through other means -- not tuition and not through fees or public funding. Yet, the millions raked in by the sports aren't going just to the athletics departments, in most cases.
You have to imagine the schools don't want this.
I get that the optics might be bad for schools to furlough professors and instructors during budget strains while the football coach makes 5 million -- but their salaries come from completely different places.

I see value in making public universities truly non-profit in all areas. One could argue unis are there to provide a service to the general population, not serve as a professional sports team.
