If current trends continue, those reserves are projected to shrink even more a year later, to just $13.1 million.

The schools will never recover from not being allowed to physically discipline, for bad behavior, those who disrupt the learning environment.

That is only part of the issue.
A bigger problem are the idiots who complain about groups getting punished disproportionately.
If most of the suspensions and expulsions are of black kids and not white, Hispanic, or Asian ones, just maybe that says something about the culcha involved.

You don’t think someone from NY is spending hundreds of thousands of dollars on local school board races in Baton Rouge to be held accountable by said school board do you?

Enrollment drops, local revenues do not; just state revenues.
