First, how does a bank not have $40k in cash available for withdrawals? That isn't a huge amount of money for a bank.
Secondly, does that mean she has an account with at least $40k in it? So she got pissed, robbed the bank of $3500, and is now on the run? Wow.

Shockingly enough, that is how Chase is. I needed 25k cash a few months ago and they had to "order it" for it to be there the next day.

They are required to keep x% of assets on hand in cash but I doubt they were going to cause a bank run on themselves by handing out $40k in cash rather than a cashier check.
