I have a shop cat that came with the purchase of the property. She just hangs around the property killing indiscriminately
I don’t mind it, but I could see how feral cats could quickly become a problem.

This is true, but it also has a great deal to do with the continued clear cutting of woodlands.
Cavity nesting birds are losing habitat at an increasing rate. That forces those birds into closer proximity to humans and cats (feral or not).

Anyone who is caught allowing them to breed unchecked should have the cats taken and face penalties.
