Yes, because I don't base my decisions on a situation on my emotions. I prefer to understand the reasons and context of why the situation occurred before I pass judgment.

Because they want to? It's a piece of rope with a knot.
Now if said picture was also paired with a "this is what we're going to do to the black kids" caption, that changes the context entirely.

What if they had a running joke all year that LEAP testing was like a noose around their necks?
What if the joke ran so long they even made one to symbolize the stress and strain of teaching and preparing for the tests?
What if, after finally finishing the exams, the teachers talked about how they were "free of the noose" and took a picture proud that their hard work and their tenacity paid off?
Finally, what if the principal was involved in the joke and forwarded to the rest of the staff with a caption saying "We did it guys and gals! We are free!!"
What if they hung it in the teachers lounge to remind them that hard work pays off and frees you of the hypothetical "noose"?
Tell me how that entirely plausible explanation is RACIST???

Didn't say it was racist. It's 100% tone deaf especially when you consider the suicidal connotations.
ETA: I liked your examples to where this would be ok. Maybe next year they should hold knives to each other's throats to show how they really slashed the drop out rates or how administrators really cut the excess fat out of the budget.

When I see a noose, lynching isn't what leaps into my mind. I think of horse thieves and cattle rustlers. I watched too many Westerns as a kid.
