This is insane. Mayor and Chief of Police apparently completely neutered. Rioters are taking over the city with the cops just standing around.

Philly must have some real morons in charge. They pull all the police vehicles into the middle of the street and leave them with no one to watch them or defend them decently? And then there are a ton of cops just watching some thugs push the car downhill (which almost hits two officers) while other officers just sit there and watch without doing a thing. Sorry, but those particular dudes should have been shot at to stop them. You have to attempt to restore order.
