If I was owner of that Target, knowing it's going to be a complete loss anyway, I'd drive by the entrance and throw about 10 Molotov Coctails at the spot where everyone is exiting and entering and just drive off.

Wn the contents of the building but the building itself is usually owned by real estate companies. (That's actually the case for a lot of national brands.) Those companies can be locally owned.
