The one thing Baton Rouge had that made it not as shitty as New Orleans was not many carjackings and interstate shootings.

This was going on years ago on the CCC. Cops literally had public service announcements about not just stopping for random strobe lights. That crime is about as low as you can get other than murder or a sex crime.
