It's not common but this isn't the first time I've heard of this happening. My guess is that he got greedy with it.

Not unusual for pyromaniacs to be involved in fire fighting and fire starting.
There have been multiple volunteer firemen busted starting fires so they can drive fast and use a hose.

There were instances of a contracted crewmember out west setting fires to keep him and his coworkers busy through the summer. Those hot shot teams and smoke jumpers don't like sitting around for days on end hoping they are not going to be sent home early. This is summer job for a lot of them.

This happens ALOT especially in volunteer fire departments.

I have arrested 2 of these douche bags before and they both basically stated they wanted to be "the hero".

Theres been several instances in Louisiana over the years.
