Honest answer? They fricked up and gave her tax credit.
She should have signed a DPSMV 1608.
She doesn't owe a dime.
ETA
.... there are 18 incorrect responses above me. Do any of you read the paperwork that you sign? Jesus.

I'm not dumb enough to let a dealership tag my vehicle. I go to the dmv.
I worked for an auto group of 20 dealerships for 10 years. My girlfriend is a lifelong title clerk at dealerships currently with Winrock automotive. My brother sells Kia's and is in the top 50 new Kia salesmen nationally every year.
I know how incompetent dealerships are.

Is there a sales tax issue with the trade in?
Many states have laws that if you buy a new car in one state and then try to title it in another within a year that you have to pay the new states sales tax on the car. Since cars are a huge purchase this is to prevent people from traveling to tax friendly states to buy a car and save significant money.

The only thing that makes sense from what you have told us is that she owed taxes or had another lien on the vehicle she traded in. If this is in fact the case, somewhere in all the paperwork she signed she signed a document that she agreed to do whatever is necessary to “give” her trade in to the dealership free and clear ( no liens).

That’s kinda what I was thinking. They either forgot it was a Florida tag and thought she has already been hit for the value of the original trade in or they thought it would be so small of a difference it wouldn’t matter.
Or the most likely option all they were worried about was making the sale and figured they could milk it out of her later.

Congrats? It's no longer an option in Louisiana as of September of last year. I don't specifically remember the statute, but if a dealership sells a vehicle they risk their dealer license if they release without titling it to an in-state customer.

If he is in the top every year, how is this a list of new top 50 salesmen? Wouldn’t it just be a list of the top 50 Kia salesmen?

Well, I plead ignorance myself to Louisiana law.
That is just scary. With the turnover of finance folks and accounting/title clerks you constantly have people that don't know what they are doing or what the laws are.
At least the fat slow dmv lady has been sitting at her job for 20 years and knows the law/policies in place like the back of her hand.

Sorry... "New Kia" salesmen. New vs used cars.

Ufortunately she will probably have to pay. I just learned last week listening while sitting at the DMV. When transferring a vehicle from another state, you have to pay taxes to LA on the value of the vehicle. Ol boy next to me had just bought a used vehicle in Mississippi and paid the taxes on it there. Then got transferred here and was going to have to pay the taxes again.

How? Price x rate, which is done by a computer based on your zip code.

Oh folks screw it up. People are always coming back to the dealerships trying to get copies of their paperwork to tag a car they bought 2 years ago. Like wth have you been doing for 2 years?

Me or one of the other guys are going with her to get the tag today and I told her don’t worry this was their frick up and there is no way they can hold the tag from her or make her pay it.

There is so much more involved in car deals. Dealerships spin #'s in so many different ways. You would just have to experience the stupidity of it all.
But, yes, it should be simple.
