If they are in LA, you gotta pay a sales tax almost regardless of time owning the vehicle. There may be some sort of sunset at some point, but we had to pay interest on a 7 year old van when we moved down there originally.

This is misleading. Most of the time your first payment isn't due for 45 days then monthly afterwards. If she has only made two payments you're looking at a time frame of around 75 days, which is definitely more than a month

I'm F&I in MS, I'm sure this is just the same here as in LA, but the dealer probably gave her a tax credit, which she should not have received. I would bet the overage is just Louisiana taxes.

The $3200 is the difference between what was originally charged for sales tax in Florida and the sales tax charged by LA.
He admitted their was nothing they could do other than to ask her to pay. Then came the sob story of how he may lose his job or they are going to take it out of his pay.

Either this was the first day on the job for this guy, or he was flat out lying. There is no in-between. He can't NOT remember because the title details are front and center on the trade in paperwork and on the title itself that had to be signed over.
Car dealers make this sort of sale all the time - both bringing in trades with out of state titles, and sales to people with out of state addresses. ALL THE TIME. For him to claim he may lose his job because he made a mistake... well, maybe he SHOULD. Or else he was lying and trying to soak the customer somehow. I'd tell him to go pound sand.
