Pretty sure each generation has done something similar.
Our candy was made specifically to pretend these things. It used to be candy cigarettes and big league chew.

A couple of years ago my 10 year old brought the used bullet casing from the bullet he used to shoot his first deer with him to school. Luckily the teacher was reasonable and held it for him the rest of the day and told him not to bring it back. Thank God that there are still some people that don’t make mountains out of mole hills.

Same. My 8-year-old got in trouble for making a gun sign at another kid. They got me on the phone to tell me how serious it was. I could understand if he were old enough for a gun sign to be seen as an actual threat, but he’s 8 and goes to a safe school. Stop wasting time on stuff like this.

I would be sympathetic. Educators are so poor at their jobs now that they seek out any excuse to distract themselves from that which they are failing at: academics. I would explain that, and encourage him to be more serious about whatever profession or vocation he might ultimately choose.
This explanation is bound to disappoint a 10-year-old, who probably expected more from his teachers, so I would deliver it gently. I would follow it with an admonition to learn to work effectively with such cowardly mental midgets. Depending on my son's intelligence and maturity, I might even put a Machiavellian spin on things: these people suck, but that's just the human condition, and you can use it to your advantage.
I might even go on to explain how my son's experience was a microcosm of some of America' most profound failures. Think about it: we have a government that can never hope to cover its debts, and yet it wastes its time and energy on frivolities: Ukraine, anti-vaping campaigns, etc.
These are righteous frivolities, but they are frivolous nonetheless- just like the things teachers have distracted themselves with, ever since we allowed women and their precious Yankee government to take over education. This is the sad reality in which we must live, but, again: there is power in recognizing it exactly.

I’m in my early 40s and when I was 10 or so we all brought candy cigarettes to school and would pretend to smoke them at the lunch table.
Teachers would laugh at us.
I really don’t know what to tell you. I would not punish him that’s for sure.

Bc it wasn’t that very long ago when it was legal to smoke on airplanes
