I'm hoping to "blindside" the folks that have the motorcycle so they don't get that chance.

I'm thinking you'd have to hit them and the wrecker company at the same time. One is sure to inform the other if possible.

Call your local police and update them on the stolen motorcycle case and tell them that the holders are refusing to return it. See where that goes.
You should not be liable for anything done to the bike since you did not take it there.

I already tried calling BRPD and telling them what they were trying and they didn’t seem to care, told me it was past the statute of limitations and that there was nothing they could do.

BRPD is taking the easy way out with you, son. Stolen property is stolen property. If it was entered by them in NCIC, it's still outstanding stolen property.
They could call up there and put a 'hold' on the property, tie it up, until you have time to maneuver legally.
I'd get an attorney in that town to file a claim, unless some attorney on here can tell us that won't work.

I’m trying to work with the local agency and I think they’ll make it right. If not I can go the BRPD route. I’m reluctant to do that as long as things are going my way, and they are.

If imagine they knew it was stolen. Held on to it for a certain time in order to try to gain ownership of the bike. They probably assumed an insurance company settled on it and they would be in the clear.

Due to things outside of my control, I’m not going to be able to get it today. I’ve got things going my way and expect to pick it up next week. I’ll likely be able to burn the folks that tried to screw the OP in along the way.

Once all this is done, I’ll write a full narrative about what happened. This is such a convoluted story. Needless to say, the wrecker company is being crooked and may have officially broken the law. I’m going to lean on law enforcement as hard as I can to follow through on that.

Did the guy that dropped it off sign the contract/order sheet? If so, then he agreed the shop can keep the bike until payment is received and if it's not received by certain timeframe after completion of work, then the bike becomes the property of the shop. (Not positive, but if it's valued for more than the repair, they have to try to sell it and refund the overage to the owner).
There's a state law that protects the Shop, it's right there on the picture you posted.

The guy that dropped it off and may have signed such a document didn’t legally own the bike. You cannot sign away ownership of something you don’t own.
