Orange flag on line near utility pole

A lineman just hung a square orange flag on the line right near the utility pole in front of my house. Can someone tell me what that means, good or bad? That’s all he did. Then he took a picture of it from above and left.

I saw one that said “ground” on the flag. Electricity people should know what that means.

Saw them put one on the line of a nearby pole that was leaning badly. They have since fixed the pole and the flag is gone.

The flag is likely attached to a "ground" which connects all three phases to each other and the neutral so that lineman and tree cutters can say work on the lines

Grounding straps. It bleeds any static voltage down and insures if somehow the lines get reenenergized, the circuits will trip and not kill the guy working on the lines.
