Putt Putt Golf, which opened in 1962 and closed in 1993, was located at 4901 Veterans Blvd, where the Ochsner's Pediatrics Clinic is today, next to the former Burger King, where I had my first Whopper and that old Whitney. Putt Putt was a little before my time. The first time I played miniature golf not at the beach was the Celebration Station at the I-10 overpass at Vets.
The go-cart place you are remembering off I-10 was known as Slick Track. It was on the I-10 Service Road and shut down in 1992.
The reason for both Putt Putt's and Slick Track's demise was Celebration Station, which opened in 1992, at a cost of $6 million.

It was right by a Burger King. Was my favorite place.
Wasn’t as nice as celebration station when that opened but I always enjoyed it more. Went there on a summer camp trip once and they set it to where all the arcade games were free for us to play
Also enjoyed fun factory later to be known as fun works later to be known as club tremor
There was also a similar place to fun factory thar not many people seem to remember. Had a lion mascot. It was tucked away in one of those shopping centers on vets near the Kenner/Metairie meet up. Think it was called Kids’ Playhouse

Our Youth Group went on several excursions to Slick Track, but Mother did not sign the waiver for me to ride with a chaperone, so I watched from the sidelines. I remember quite well, though, that the track was a short oval, whose border was a six inch strip of metal, buffered every three feet with a cheap, used tired held in place by a rod cemented to the ground. For nostalgia, my memory helps, but for the bad things in the past, I wish I could forget such details.
Our Youth Group did go to Fun Factory once, which was really fun. I remember going through a cheese maze and playing with one of the Ward Fleming pin art toys. You remember -- you could put your face into a bunch of metal pins on one side and out the other side the outline of your face would show. I was mesmerized. I think I was only five or so at the time, but the memories are rich. We also did a haunted house at that Fun Factory in 1991. It was terrifying when the teenagers ran at us with those chainless chain saws.
Kid's Playhouse had a great commercial whose song I can still recall: "Kid's Playhouse, fun for all the family."

My biggest memories for fun works were the room where your shadow stayed on the wall, the gorilla suit illusion, the giant net climbing up to the slide, and the funnel you would drop coins into
