Side note. What made a Thompson a SUBmachine gun? Never hear this term really, except when referring to a Thompson.

So what has changed with the average American since post WWII to now that the government no longer sees fit to allow us to own anti tank weapons without the need for all of the requisite hoop jumping?

The government has changed, and it is all about controlling the masses.

Sub machine gun is just a full auto rifle/carbine that shoots a pistol caliber round. Thompson is a .45 ACP which was originally a pistol round. Lots of submachine guns. MP5, Uzi, Mac 10, etc.

The Tommy gun fires a pistol round, not a rifle round. Thus it is a submachine gun

Well, setting the ATF's stupid definition aside, you have 6 or 7 "broad" categories of automatic small arms.
Heavy machinegun
Medium/GP machinegun
Light machinegun
(Machineguns tended to be differentiated by weight - a heavy machinegun could have a larger crew, even, as the component parts were heavy, as was the ammunition - by WWII, the aircooled medium or general purpose machinegun became the standard)
Automatic rifle/Squad automatic weapon
"Assualt rifle" (a weapon suitable for a rifleman, but with select fire capabilities)
Submachinegun (sometimes considered with and sometimes separate from machine pistols)
Now, all of the above are chambered in a rifle round. A submachinegun in almost all cases is chambered in either a pistol round, or some purpose-built/designed intermediate round. The Thompson submachinegun, for example, was famously chambered in .45 ACP for most models. The MP5 line of weapons is primarily chambered in 9mm parabellum. The machine pistol is, obviously, more of a compact weapon than a submachinegun, but with essentially the same function. These are urban or trench warfare weapons to provide suppressive fire at close range. The Germans loved them in WWII. Hitler thought rifles made the infantry too passive.
So, that's your difference.
