Probably. I mean you have a state trooper telling people that they have the machine and that they will be using it. I don't know what other proof you need that this is most definitely something they can use.
If they don't intend to "seize" the funds of "criminals", then I can't imagine why they would have it- other than to raise revenue of course.

Do you really think some departments don't rely on funds seized from civil asset forfeiture to stay afloat? That money has to come from somewhere, regardless of how many criminals there are.

I got stopped in Durant, Oklahoma one time because my "license plate lights didn't see bright enough."
Officer asked a lot of questions.
I think there should be a statute on searches of cars: if they don't find something, they send a check to the car's driver for $2500. That would slow this nonsense down.
Say I'm going to buy a horse, so I bring $8000 in cash with me. Since I have the cash, I bring a gun. So, I get stopped and they find the gun. Then they find the cash. They are going to take it?
Then they go to my bank account and drain it?
