Interesting. The courts struck down Governor Beshear's (Kentucky) intrastate travel ban he initially issued to restrict travel in and out of Kentucky. Are you saying the courts would've ruled different had NY done the same?

ETA: It's interstate (so cable doesn't spaz)

But to go further, the OP (and the report) is suggesting that if NYC restricted their interstate travel then it would've limited the spread.

An interstate travel ban was just ruled unconstitutional, so even if Cuomo had enacted one at an earlier date it likely doesn't hold up in court and those people end up traveling anyway.
