Absolutely intentional: run off the wealthier landlords so the city can take control of rental property and give it to immigrants on the taxpayers dime.

At what point in history was that number lower? NYC has always been the landing point for foreigners. I would think the only thing that changes significantly is where these people come from.

The scarcity / empty building issue in NYC has a lot more to do with private equity. It's not like residential rent control / stabilization for limited large buildings hasn't been around forever. Mamdani's plan means a lot of rents will stay at $2500/mo instead of go to $2550.

Another issue driving scarcity is the sheer amount of wealthy people who have a 2nd or 3rd or 4th residence in NYC. (For all the talk of rich people being driven away, they sure keep flocking here in droves)

As far as "free market manipulation":

Private Equity is gobbling up block after block and for some reason it's worth more to them to own these empty buildings on paper with a exaggerated "market value" than it is to actually put it on the market and have to rent it for lower. Not enough brick and mortar businesses can afford the $8k/mo++ rent they leverage against.

There's the best example of free market manipulation.

In fact, this issue is 100x worse for retail space in the city where there are far fewer regulations.

I pay 12 cents a kw/h in a largely deregulated market where I can choose power delivery from 30+ providers (although Centerpoint does the underlying delivery). Seems fine to me.

What they ought to do to help out is to suspend property taxes, etc. that the landlords have to pay.
But, they'd never do that.
You take away the money from taxes, you take away the control they have.

Freezing rents and at the same time raising property tax is ideological stupidity in action. It was a disaster before and it will be even more so this time.

The low rent buildings are marginal to start with and guess who lives in the low rent buildings... The City's track record in running buildings it took over is abysmal too.
