NOLA Sewerage & Water Board director comments about the flooding.... "Climate Change"

the fact that retards will focus on that he uttered "climate change" instead of the fact that he basically doesn't see anything wrong with the system, even though the city flooded, is sad to me

You don't plan these systems on the worst possible scenario.
10 inches in hours is a once in a century level storm.

I don't live there but it doesn't take but one bottle neck to really mess things up. How good of a job do they do at keeping drain pipes clean from debris? I would expect, like most cities, many pipes are 1/3 full of silt in areas.
