Not necessarily. The fact that he threw in climate change is silly IMO. It screams excuse excuse. Can he show us some data that shows heavy rainfall is more prevalent today than 20 years ago?

Just say, "we saw an extraordinary amount of rain in a short amount of time, and our system couldn't keep up."

You can be at "full capacity" but if your suction is blocked up from all the trashy people trashing up the drains and your local government doesnt clean up the trash for whatever reasons, it wont work as its designed.

I guarantee you this had something to do with it. I drove down Broad yesterday and the amount of trash in the streets and the neutral ground around Orleans Ave was appallaing. Like Mardi Gras/second line amounts.

He's basically using "climate change" to say "hey...look over there" while the S&WB continues to fight for the most incompetent municipal organization in the country.
