If not, then specifically why is a buffer zone needed?
The only thing I can think of is he’s afraid a more prosperous Eastern Europe is a threat to his control of Russia.

I think you need to realize that he last 30 years of planet Earth is an outlier on the history of the planet. Do I agree with what Putin is doing? No. Do I understand why he would want a buffer zone after the 1800s and 1900s and his lack of trust of western Europe? Absolutely.
