I've done similar things. Homeless people are always trying to set up "camp" or leave their stuff hidden by my place so I'll kick their stuff around and leave them notes.

The big camps don't bother me that much. They have to live somewhere, I guess.
It's the ones that are too good for them and try to set up/sleep around the nice parts of town that bother me.
