Agreed. I'd imagine a bust of anything less than a couple ounces is more of a waste of time than anything.

Would a parish ordinance/law over ride State law? State Troopers, in theory, can't choose one over the other, they are obligated to enforce all State criminal laws. As for the pissy smell, I've been all over the Quarter early in the morning, and with all the street cleaning going on, it never smells bad. When it does start to smell bad...not my sentiments....when tourists come in & act like frat boys on the loose.

State Law would still apply. If a State Trooper pulled you over, you would find yourself in trouble.
