Too late for that... I live in the CBD and am in the quarter almost daily and almost daily I smell or see someone just smoking a joint walking down the street, at the street car stops on canal or sometimes just sitting out in front of bars or coffee shops in the chairs set up for people smoking cigs.

They don't even look around or try to hide it anymore. I don't think the cops even bat an eye to it.

I believe anything over 14 grams is intent to distribute. So I think the limit would be 14. But i dont know

Intent to distribute is not determined by amount. Amount is one factor but there are other considerations when determining whether it's intent to distribute.

It's 14 grams or less. If you read the ordinance (LINK it makes reference to LA RS 40:966 (LINK which are state laws for possession. Basically it takes the state possession laws and alters the penalties.
