On one hand government is full of incompetent useless idiots that have zero basic skills. Can't balance a budget, and consider basically every politician complete idiots.
On the other hand, the government runs large sophisticated underground operations against their own public. They are a well oiled machine, that has such a dedicated group of people working it that nobody leaks any details over decades. They are able to keep secrets even though they run operations all over the world.

I stand by my belief that the movie Elysium was a pretty accurate prediction
Small number of uber wealthy who live off-planet, controlling the rest of us slaves who work all day mining and refining the resources necessary to keep the data centers operational. We wont be concerned about central air, TV, sports, etc -- only whatever it takes to barely live to tomorrow.

The government corruption and inefficiency is by design to grind down productive Americans and hide it's real capabilities. The government, which is actually run by elites and technocrats are very capable. Take our military equipment/technology and our secret bases as a prime example. Los Alamos/area 51 has been around for 80 years now. What actually goes on there has remained a secret. That doesn't happen by accident. Just like more than a 3rd of our national debt is actually reoccurring fraud.
