Most storms this time of year get kicked down to Mexico due to the dome of high pressure that sits over the south, which in turn makes it hot as balls in the south.

The idea is, sometimes a hurricanes outflow can destroy the potential vorticity. This means it'll fight off the thing shearing it and thus get no shear and remain strong.
Is it proper to say “more PV” and “less PV”? If so, does more PV mean conditions favor strengthening and less PV means conditions don’t favor strengthenung?
