I think we are quick to label negative interactions between races as racism. Sometimes it is but not as much as it is made out to be. We could contribute conditioning as a factor where an officer works in high crime areas. If you are in a hispanic area where they commit the majority of crimes you instinctively pay more attention to them. Maybe a national police force with military style rotations could help.

Legalize drugs
End civil asset forfeiture prior to conviction
Eliminate no-knock raids
Reform DUI Laws
Ensure public defenders and DA’s offices are funded with equal resources from the same source.
Stop allowing police departments and courthouses to take a share of ticket revenue for things like speeding, inspection stickers, seatbelts, mips, dui, jaywalking, and window tint.
Stop revoking licenses for unpaid bills
Restore voting and gun rights to convicted felons who have served their sentences and completed parole.
End “drug interdiction” traffic stops without probable cause
Eliminate checkpoints.
Raise education and training standards for officers
Higher starting pay with less available overtime to attract better applicants
All officers must live in the city they serve
Reform civil service and union protections for officers so bad apples are easier to weed out and fire
That should take out a massive f$&king dent.

My version is slightly different, but close enough I can roll with this, would be a good start to improvement. Oh, gotta ditch Qualified immunity for all government officials.

Stop monetizing the police force. It leads to predatory policing instead of serving and protecting. Example: Cops notoriously sit 4 houses back at a stop sign in our neighborhood in the morning to catch high schoolers and people going to work not coming to a full stop. If they are there to serve and protect instead of make money for the city, they should park their cars right at the intersection. Everyone would come to a complete stop, making it safer but they'll lose the revenue. So take ALL revenue from traffic tickets and allot it to roads or schools or something instead of building the gigantic, marble laden city hall they built with the money instead.
As many have said...need to heighten the standards in hiring. That means raising the salaries of cops, which I'm all for. I live in a city of about 18,000 that is one of about 100 in the County. We have 38 officers on force with a Sergeant and 4 patrolman on patrol at all times. We had 16 violent crimes last year, mostly probably bar fights. There is no need for 38 cops. Cut the force in half, take the salaries from those let go and devote it all to the positions you keep. Allows for a Sergeant and 2 on patrol at all times. The doubled salaries allows for hiring better candidates. Oh, on top of the 38 officers, we also have County cops patrolling the area constantly too, mostly writing tickets.
Laws need to change regarding accountability. All of the immunity laws need to be revisited. As with most professions, 99% are not problems. When there is a bad one, there has to be accountability and transparency. The same playbook of "He went for my gun so I shot him." can only be used when someone actually goes for the gun. I don't know how you accomplish that because the unions and the lawyers will never forego the strategy even when it didn't happen. There job is to do whatever they have to do to protect the officer, good or bad.
Training has to be revisited. I have many friends that are officers and they joke about how you might avoid the charges but you can't avoid the ride. Meaning, even if you didn't do anything wrong, there's not a damn thing you can do to stop them from arresting you and spending at least some time sitting in their jail, depending then on if you can post the bond. That's not acceptable and the respect of simple human rights has to begin with the training.
Probably all kinds of holes in those ideas, but that's what I would toss out there to be torn apart.

Ending ticket quotas, decriminalizing marijuana, make it easier to fire incompetent cops, and cop apprenticeships would make a HUGE difference.

Being that the overwhelming majority of these instances begin with resisting arrests, I would say that if people would stop resisting arrest, police brutality will be greatly reduced.

Every deterrent has to be respected or feared.
Criminals rarely show respect.
So without at least some fear, no criminal will comply.
Many run from cops now and that will eventually become most.
And while punishment is also a deterrent, it’s secondary to apprehension.
