How the hell was this dude not named from the get-go?

Witness: The robber was a white / black guy with tats all over his face and neck. Oh yeah, he also didn't have eyebrows.

Detectives look at each other: Oh Butter.

In the 80's the Rabeys who had similar coloring were notorious robbers around Baton Rouge except they had black Afros and bright blue eyes that people would always notice through the masks they wore. They couldn't get away with anything due to their distinctive look. It was always just a matter of figuring out which Rabey brother did it.
