What does detached from work and school really mean?

So smart they are through high school at age 16?

Can't work because of mental disabilities and don't know enough math to deal certain substances on street corners? Don't have a street corner for same?

Detached from school is such a strange combination of letters.
Their school closed down while they were truant and didn't tell them where the school moved to?
