ATV/Dirt bike thing is an issue in almost every inner city. Both are easily stolen, so they have an endless supply if they get caught.
It doesn't take 5 seconds to find clips of them in almost any city you want on youtube.

It's been going on for a few years now. Almost every city has this issue some or more aggressive in tackling it than others, but as soon it starts to warm up outside the ATVs come out.

Happened last year. ATV rider got killed on Chef Hwy when he wrecked into a car.

It will take some private citizens to, sadly, take matters into their own hands and block them in. The media fallout will be intense because it will likely cause a shootout and destruction of property.
