I have no doubt they wanted some IMPROVEMENTS and I'm in no way arguing such was not needed. What they have done instead is looking more and more like misguided wasteful overkill - and not even overkill in a good way, it seems to me.

While the times don't sound bad, it's important to remember that the aggregate time lost will affect how quickly planes are loaded and unloaded etc. Adding 4 minutes to the taxi time of 1 flight? NBD. Adding 4 minutes to the taxi time of 100 flights? That becomes a lot of time lost to planes meandering an airport which translates into fuel lost as well. Being able to run less flights at a greater cost isn't a recipe for a successful airport...

Let's try something new, and talk about facts.
1) The original design and contract, which is what everyone talks about, was for a 2 concourse, 30 gate terminal, with a 3rd concourse, with up to 12 gates, as an "expansion pack" and for now would have very basic clearing and ground prep. Shortly after the contract was signed and before major construction began, the airport board decided to add the third concourse, and 5 of the 12 gates, now. That added significant amounts of cost and time to the project.
2) Not long after that, they also decided to reconfigure some gates to allow for larger planes. More design time and costs, and more construction time.
3) It's become increasingly obvious that the project was underbid and underdesigned, both in financial and time costs. This of course is a time honored tradition when it comes to government construction contracts in LA... you intentionally undersell the cost, to get people to agree to it, then you soak the project with change orders, all of which are "required" and thus can't be turned down. The city, Mitch, the aircraft board, contractors and architects all deserve a ton of shite for this.
4) Everything to do with interstate access is a state issue. Perhaps if ya boy Bobby Jindal was actually serving as governor in his second term, instead of running for president, he could have handled this. I guess that was asking for too much.
5) I think the airport board has done a terrible job about addressing basic concerns from the traveling public, such as how these shuttles are going to work. There is really no excuse for this.

Perhaps those planning the project would have gotten Jindal on board before they started, or paid for the interchange themselves.
But when you see just how poor of a job the airport planners did, I can see how they failed to get their ducks in a row.
Edwards is paying for the interchange with GARVEE bonds. He’s using tomorrow’s federal highway funds to pay with today’s projects. This means after this the ability to do other projects with be handicapped.
Do we have bigger highway needs in this state than this interchange? I think we do.

Things seem to actually happen in the State when thet are planned this way.
Other than that we just study and research it to death and nothing happens.
So, if my two options are do nothing and waste money on studies, or drag all the different groups that need to work together; I guess I will take the second option. At least shite will get done eventually. The state already found a way to shave years off the flyover build.

He knew damn well what was happening and chose to not do anything about it. Just like everything else in his second term.

That's how bonds work... you pay for them with future cash flows. Do you think we shouldn't use bonds to pay for highway projects?

It's a bit irksome to me if it's for needlessly redundant ones that are the result of pisspoor planning and conceptualization. But I've lived in this state all my life and in new orleans for a long time, so it's not like I'm not well used to such things.
