Yea right.
Productivity is easy to see and lack of is difficult to hide. If you need your people to check in to prove they are doing their jobs, you're not doing yours. Get your lazy no managing arse involved where they need it and stay away where they dont.

if he wants you reading and sending emails all day rather then get any work done then do it.
just print out all his directives so you have a paper trail if they ever want to discipline or fire you for lack of production.
you are there to do what your boss tells you to do and nothing more so do just that and let him reap the results of his management style.
if you like the guy then go out drinking with him and talk plainly about why you think his policy is going to reflect back badly on him when production falls way off

IMO, build a script that would automatically email you whatever you needed without even knowing. That would be much smarter and significantly more productive for the employee than wasting 15 minutes pulling whatever docs you need every 2 hours.
Do that, multiply by number of ee's under control, take the daily cost savings times number of days, stroll into your boss' boss and drop your (truck) nuts on his desk.

You need to start prank calling him every hour. I did it to one boss for months straight and he went insane. Sites like prankowl.com can be very fun. If you don’t want to do that then he definitely deserves an annoyatron.

Automatic Email check in feature would work great here. Every two hours you just send an email to the group which says "I'm here!"

Back when email was a new thing, our company had this business manager that was forever sending out emails “postmarked” in the middle of the night to make it appear she was “burning the midnight oil”. She was finally outed and not long after shown the door.

Why don't you send an auto outlook invitation? You can set up the email to send it out on a schedule. It will simply pop on their screen and they can click "accept" and it will show you who's there and who isn't?
But that sounds like a major pain in the arse you even have to deal with all your employees every 2 hours anyways.
