Neighbors are having a loud party. I can’t concentrate

The neighbors decided to have a loud party next door. I can’t concentrate. Lots of women wearing Hawaiian looking dresses. Really loud music. It sounds like Jimmy Buffett . Should I go next door and either,
A) Tell them to shut the party at 8:30 at night
B) Ask the neighbor if I can have a drink?
Any advice appreciated.
