Back in the late 80s my entire chain of command (company commander down) was relieved for this exact scenario. Regular army not national guard.

My understanding is they usually have loaded magazines on them, but often don’t have them loaded into their weapon unless specific mission orders come down to do so.
There was tape on the magazine in the picture, I suspect that tells them which magazines are loaded and which ones are empty (for deterrence only).
It was a big story at J6 that most guards available that day didn’t have live ammo so had the protestors come armed and intent on causing harm the real story I’ve heard is that the capital and surrounding buildings would’ve fallen until reinforcements could’ve been brought in from elsewhere (likely marines via helicopter) so now DC guards have ammo issued and different operating orders.
