What do you mean recoup? If they claim liquidated damages against you they deduct it out of the contract amount and don’t pay you. Period.
You know how long it takes to collect your final payment and retainage from the state? A long fricking time-even after you get your clear lien certificate and submit final invoice.
And while certainly on any public works project the opportunity for marginal contractors getting jobs is certainly a percentage for the most part there are some really good contractors doing public work as well. A few people with no business being in the business just get all the attention.
Hence this thread.
Once these guys blow the candle out it it’s still lit there will be another swinging dick that fits the same mold and will come out from under a rock and we’ll see this again.

This. And the reason the state is moving away from bidding to CMAR. They can pick a contractor that they believe won’t screw them over.
