Someone from the PD leaked the report and the video. Chief must be a POS for one of his own to try and bring him down. The PD lied to the DA about the existence of the video. No way the Chief survives this in today's climate.

quote:

A damning report accompanied with a video from a booking room dust-up in 2017 was leaked to the WBRZ Investigative Unit and is raising questions about why nothing happened to some of the officers seen in the video using extraordinary force on a man who was handcuffed.

quote:

In the booking room, Ratliff said he made a bad decision to reach for his pills that were sitting on a desk as officers were booking him. Following Ratliff trying to reach for his pills, Sergeant Edwin Bergeron immediately punches Ratliff five times with a closed fist. Ratliff then becomes jammed between the computers.

i don't think he'd have survived in almost any climate

this is a 1983 action and calls into question any prosecutions via the city b/c they're lying to the DA about evidence here

They shouldn't have beat him like that but why the frick would you go for the pills like that? I mean what was the best possible scenario that could have happened?

Side Note: How are officers allowed to be morbidly obese? Should there not be at least some basic level of fitness expectation?

The best possible scenario was probably he got his pills without anyone noticing.

It was a bold move. Definitely seems excessive, especially considering two grown men couldn't subdue this dude who was handcuffed and lying on a desk.

But if the Chief was lying about video and hiding/covering up evidence, he's an idiot and should be prosecuted.

Watch the video. That wasn't the best scenario. He literally lunges onto the desk at his pills and tries to grab them with his hands...which are handcuffed behind his back.

I'm not sure what his plan was, maybe get the lid off and dump them on the floor and then dive onto them and eat one? No idea. But his plan was definitely not to "get them without anyone noticing."

He's a deranged drug user. There was no thinking there. Unprofessional and criminal officers rewarded his behavior.

here is the real issue
quote:

When the dust finally settled, the 13 serious charges like disarming a police officer, resisting an officer violently, and criminal damage to property that Ratliff faced were all dismissed except for two. One was a misdemeanor drug charge and the other, resisting arrest. Ratliff said it was easier to plea than continue to fight. He was set free the next day, after sitting in jail for nearly four months.

Is it? Seems like a pretty significant percentage of high-ranking law-enforcement officials in south Louisiana have gone to jail recently

I lived in Hammond for a number of years. Hammond is a shithole and the scum of the earth lives there as well. Those cops have a tough job dealing with the people that reside in Hammond

They should have had the handcuffs attached to that metal rail along the bench. That is why it is there.

There's nothing that should warrant repeated punches and kicks to a suspect. Especially if it's a suspect who is already apprehended and cuffed.

I could see grabbing him and forcefully sitting him down and then cuffing him to the bar that is there. But to flip him and hold him down while punching him, no excuse for that. It's ironic that you called the actions of the suspect "unprofessional".

any cop who knew about this and kept their mouth shut is a bad apple.

I wonder why it took so long for one to come forward and leak the video. Was he keeping his mouth shut until another pissed him off or was he scared to come forward.
