Mine started hitting his older brothers, well my middle kid don't take no shite, and he slapped the little one back in the nuts hard.

Explain that when he does that, you will immediately take all his screens away for the rest of the day and that he will not get any treats or rewards for the rest of the day.
When he tests you, do the above consequence immediately. Don’t talk about it too much, ignore the inevitable protests and don’t give in.
It will only take a couple times.
