Mother of child in hit and run should go to jail more than the driver

Not sure if any of you heard about a hit and run case in California. But a 7 year old got hit by a car but got up and ran away. She only had some minor scratches. As you can see the driver opened the door to check on her, but she got up and ran away.
But now they found the person involved and he's being charged with felony hit and run. I guess he should have run after the child or called the police and say he hit a kid but have no idea where the kid went?
However, they posted the child's mom's name, so I decided to do some research.

The last one occurred in 2018, notice the new neck tattoo? The mother of 3 isn't getting "better", letting her kids play in the street and not educating them to look both ways.
So should the mom go to jail (again) or the real "victim", the guy who had someone's dumb kid run in front of him and then run away...so he drive off.

The mom is more responsible for the kid getting hit than the driver. Yet the driver will go to jail for it.

Both are at fault.
There's no reason why the driver shouldn't have at least gotten out of his car to ask the child which house her mother was shooting up in so that he could inform her of what happened.

If the driver stayed, he wouldn't be charged.
That stupid kid sprinted in the street in front of a moving car. And wasn't even hurt by this.
These are ridiculous charges IMO. He should get nothing. Nothing happened and he couldn't have prevented it.

You have to make an incident report when you hit someone or something. If you back up and hit a pole and leave technically that is hit and run.

The driver should have called the police, that’s the definition of a hit and run. Mother should also be charged though

Yeah, but think about it for a second. Kid comes out of no where. He slammed on brakes but hit kid, she was so light that I doubt it was a huge impact sound as she likely jumped just as she was contacted.
Driver doesn't see video, Im sure at first he was like "holy shite"...but then when she gets up and runs away, "oh, I guess it wasn't as bad as I thought. frick, that scared the shite out of me."
Have you ever "tapped" another vehicle and thought "shite, this is going to cost me" but then you both get out and see no damage?

I see and understand this point of view.
I really do. That's why I think there should be no charges.
But, he probably should have at least gotten out of the car to assess the injuries/damage.

Is that even legal to teach anymore?? Seems every millennial today can sue their parents/elementary school for not teaching this. It was cut from education like reading, writing and arithmetic.

Yeah, I omitted the part about the driver having 3 outstanding warrants and trying to hide the vehicle after the accident. I'm just appalled that no one mentions the parents part in all this.
